Country profile

Portugal (Mainland)

Best : For families and freelancers who want a calm EU base, with normal taxation outside incentive regimes.

An EU and eurozone country (about 10.5 million people) on the Atlantic, with Lisbon and Porto as hubs. It draws people for safety, climate and quality of life; the old NHR regime was replaced in 2024 by IFICI, narrower and aimed at research and skilled roles.

Tax by profile

Tax and contributions actually paid on a reference case, for a newcomer who is tax resident in 2026. Where a special regime is open to them, it is applied and flagged. The score out of 10 follows from the effective rate.

Rentier

4.5/10

Effective rate ≈ 28%

  • 28% flat rate on dividends, interest and gains

No regime available: IFICI requires a qualifying activity and the old NHR status is closed to newcomers.

Employee

4/10

Effective rate ≈ 29%

Special regime applied : IFICI
Without it : 36%, score 3/10

  • Employee social security 11%: €6,600
  • IFICI: 20% IRS on salary net of contributions: €10,680

For 10 years, in a qualifying job (tech, R&D, certified start-up, exporting company). Foreign investment income is then exempt. Otherwise, progressive IRS from 12.5% to 48%.

Entrepreneur

2/10

Effective rate ≈ 41%

  • 2026 IRC: 15% on the first €50,000, 19% above, plus 1.5% municipal surtax: €18,500
  • Dividends: 28% on €81,500: €22,820

IFICI also covers officers of a certified start-up: their pay is then taxed at 20%.

Reference cases and scoring
  • Rentier: €100,000 a year from a foreign portfolio (€40,000 dividends, €20,000 interest, €40,000 gains on listed shares), no other activity.
  • Employee: €60,000 gross a year paid by a local employer, single with no children. Employee contributions included, employer share excluded.
  • Entrepreneur: €100,000 profit from a small local business, fully paid to the owner through the most common route (company and dividends, or sole trader).

CFC ATAD

Empresa na Hora / Online ~€360 state fee; lawyer/foreigner packages often €1.3–5.5k. The real recurring line is a certified accountant (~€100–300/month). Realistic year-one for a lean LDA: a few thousand euros. Cheaper than a Dubai free zone, pricier than Estonia/Wyoming once mandatory accounting is counted.

Who it fits

  • Founders already resident in Portugal or relocating with genuine local life
  • Activity needing EU credibility, Portuguese VAT, and SEPA banking without offshore packaging
  • SMEs with modest profits that may target the 15% reduced rate within size limits

The real drawbacks

  • Empty shell to optimize corporate tax without substance. ATAD and local scrutiny are real
  • Needing a structure in 48 hours without a certified accountant
  • Non-EU revenue with no Portuguese market link and no residence plan

Residence routes

  • EU citizen: CRUE certificate: Right to stay > 3 months; renewable
  • D7 visa (passive income / retirement): Visa → 2-year renewable residence → permanent possible after 5 years
  • D2 visa (entrepreneur / self-employed): Activity-linked residence, renewable
  • Permanent residence (after 5 years): Permanent resident card (EU long-term)

Reference cities

  • Lisbonne (cost mid)
Beautiful and sunny, but now expensive: big-capital rents against low local wages. Poorly insulated homes (damp and cold in winter), pickpockets in tourist areas, very slow residence-permit processing.
  • Porto (cost mid)
Smaller, more authentic and a bit cheaper than Lisbon. Rainier, a very touristy centre, and the same damp problems in flats.

Expat tax regimes (IFICI) are separate from visas. Do not plan on legacy NHR rules.
