Dubai living costs are high: Marina/Downtown rents, international schools, car or ride-hail almost required outside a few walkable pockets. Abu Dhabi is a bit more administrative and sometimes differently priced, but still premium. Ranking city cards (high cost, hot climate, sea, car dependence) match ground reality.

A solo on a free-zone package can absorb rent; a family of four with private schooling must budget five–six figures AED per year before company licence costs. Compare with Estonia or Georgia only if you treat that premium as the price of the hub and typical 0% personal tax.

UAE daily life is urban, air-conditioned, car- and visa-dependent. Summer heat limits outdoor life; social life orbits expat communities, malls and clubs. English dominates business; Arabic structures administration and parts of the law.
